인공지능 두뇌지수(AI Brain Index) : 핵심인재 분석과 의미

    • 먼저, 25개국 국가별로 인공지능 연구 수를 기준으로 핵심인재 500명(총 12,500명)을 1차 선정하였다. 이후, 3개 연구역량 지표(연구 수, 편당 인용 수, Field Weighted Citation Impact) 값을 100점 기준으로 환산하고, 해당 지표에 가중치를 부여하여 국가별 최종 100명을 대상으로 인공지능 두뇌지수를 측정하였다. 측정결과, 인공지능 두뇌지수가 가장 높은 국가는 미국이며, 한국의 인공지능 두뇌지수는 미국의 76% 수준인 것으로 측정되었다. 또한, 인공지능 두뇌지수를 활용해 세계에서 가장 연구역량이 높은 연구자 500명과 100명(World AI Index 500, World AI Index 100)명을 선정하여 해당 그룹의 지수를 측정하였다. 미국의 인공지능 두뇌지수(66.46)는 세계 인공지능 두뇌지수 500(69.83)과는 큰 차이가 나지 않으나, 세계 인공지능 두뇌지수 100(82.81)과는 격차가 발생하는 것으로 분석되었다.
    • 분석의 시사점은 다음과 같다. 첫째, 인공지능 두뇌지수 측정 결과, 국가별로 인공지능 핵심인재 수준에 차이가 존재한다. 둘째, 한국의 인공지능 두뇌지수가 주요국 대비 상대적으로 낮아 인재양성에 정책역량을 집중할 시점이다. 셋째, 다양한 글로벌 인공지능 핵심인재들과의 연구협력 네트워크 구축이 필요하다. 세계 인공지능 두뇌지수 500에 포함된 인재 중 미국(14.5%), 중국(13%)의 비중이 높으나, 이외에도 다양한 국적의 인재가 포함되어 있다. 인공지능 강국과의 연구교류 확대와 함께, 다양한 국가의 핵심인재와의 협력도 병행해야 한다. 넷째, 향후, 다양한 지표를 고려한 인공지능 두뇌지수 개발과 모니터링이 필요하다.

    • Talent, the source of AI competitiveness, is lacking globally, especially core talent is scarce. The world's artificial intelligence demand is 1 million, but the supply is 300,000, and the world's core AI talent is estimated at 22,400. This paper draws implications by quantitatively measuring the research capacity of core AI talents in major countries. The level of AI core talent is defined as the AI Brain Index, and the top researchers of each country are selected based on the artificial intelligence research competency, and the competencies are measured and compared by country.
    • First, 500 core talents were selected based on the number of AI studies in 25 countries. Comprehensive results of the top 500 people in 25 countries showed that the average number of artificial intelligence studies was 17.32, and there was a tendency of research capacity gap among them. Subsequently, the research capacity indicators were converted to 100 points, weighted to those indicators, the final 100 people were selected by country, and the artificial intelligence brain index was measured. According to the measurement, the country with the highest AI brain index is the United States, and Korea's AI brain index is 76% of the US. In addition, using the AI brain index, Also this study selected 500 researchers and 100 (World AI Index 500, 100) with the highest research capability in the world to measure the index of the group. The average artificial intelligence brain index in the US is 66.46, which is not much different from the world's 500 index 69.83, but it is analyzed that there is a gap with the world's 100 index 82.81.
    • Implications of the analysis are as follows. First, as a result of AI brain index measurement, there is a difference in the level of AI core talent by country. Second, Korea's artificial intelligence brain index is relatively low compared to major countries, and it is time to focus policy capabilities on talent development. Third, it is necessary to establish a research cooperation network with various global AI core talents. The United States (14.5%) and China (13%) have a high proportion of talents included in the AI Brain Index 500, but they also include talents of various nationalities. Along with the expansion of research exchanges with AI powerhouses, cooperation with key talents from various countries should be parallel. Fourth, AI brain index development and monitoring considering various indicators is needed in the future.
