2026년은 AI가 콘텐츠를 생성하는 수동적 도구를 넘어 스스로 목표를 해석하고 계획·실행·점검하는 에이전틱 AI(Agentic AI)가 산업 현장에 본격 확산되는 전환점으로, AI의 성격은 ‘도구’에서 ‘디지털 노동(digital labor)’으로 이동하고 있다. 이에 따라 AI 전환(AX)은 기술 도입을 넘어 일하는 방식과 조직 구조 자체를 재설계하는 단계로 진입하였으나, 국내 기업의 높은 관심과 의지에 비해 전사적 도입·내재화는 초기 수준에 머물러 있다. 본고에서는 이러한 간극의 근본 원인, 즉 에이전틱 AI 시대 AX의 핵심 병목이 ‘인재’에 있다고 진단한다. AI가 실행(execution)을 담당할수록 사람의 역할은 축소되지 않고, AI 에이전트에 권한·정책을 부여하며 전체를 조율하는 ‘설계·오케스트레이션’과 그 산출물의 성과·위험까지 책임지는 ‘검토·판단·책임’으로 확장되기 때문이다. 에이전트 도입의 규모 역시 사람이 제공할 수 있는 감독 역량에 의해 제약되어, 거버넌스가 확산의 상한으로 작용한다는 진단도 제기된다. 이러한 맥락에서, 핵심자원으로 부상하고 있는 AX 인재는 ‘도메인 전문성을 토대로 AI(특히 AI 에이전트)를 업무·조직에 이식·조율(오케스트레이션)하고, 그 산출물을 검토·판단·통제해 조직의 성과로 연결하는 인재’라고 볼 수 있다. 이러한 AX 인재는 에이전틱 AI 시대의 '핵심 자원'이다. AI 사용은 사람을 대체하는 ‘자동화’보다 사람과 협업하는 ‘증강’ 중심으로 재편되고 있다. 또한 AI로 절감한 시간이 생산성으로 이어지지 않는 ‘AI 생산성 단절’ 현상이 보여주듯, 동일한 기술의 성과도 업무· 조직을 재설계하는 사람의 ‘전환 역량’에 좌우된다. 실제로 글로벌 노동시장에서는 이러한 인재상이 ‘FDE(Forward Deployed Engineer, 현장 배치 엔지니어)’라는 별도 직무로 구체화되어 채용이 급증하고 있으며, 오픈AI·앤트로픽 등 프런티어 AI 기업들은 FDE를 고객 현장에 상주시키는 배포 전문기업을 설립하는 등 ‘AI를 이식하는 사람’에 대규모로 투자하고 있다. 그러나 AX 관련 인재의 수급은 구조적 불균형 상태로 보인다. 여기에 숙련 미스매치와 역량 검증의 어려움, 인재와 수요처의 대기업·수도권 집중이 더해지면서 중소기업·비수도권의 구조적 공백이 심화되고 있다. 이에 본고에서는 AX 인재 양성의 확대와 질적 고도화, 재직 인력의 AX 인재화와 이를 뒷받침할 정보 전달 체계의 정비, 시장에서 통용되는 역량 기준·검증 체계 구축, 중소기업·비수도권 격차 해소, 그리고 통계·데이터 기반 구축을 정책 과제의 방향으로 제언한다. Executive Summary The year 2026 marks a turning point at which agentic AI enters full-scale industrial deployment, shifting AI from a passive tool toward "digital labor." AI transformation (AX) has accordingly moved beyond technology adoption into the redesign of how work is performed and how organizations are structured. In Korea, however, enterprise-wide adoption and internalization remain at an early stage despite strong corporate interest and commitment. This study applied quantitative content analysis to 5,711 videos published between 2021 and 2025 by 20 leading YouTube technology channels, classifying them into nine technology categories. Content production was concentrated in two categories, device and platform (68.9% on a five-year average) and interaction and UX (13.3%), together accounting for 82.3%; this device-centered structure persisted across the five years. At the category level, production share and viewer engagement moved in the same direction (Spearman rho = +0.68, p = 0.042). Within categories, however, views were heavily concentrated in a small number of videos, so the median rather than the mean was used as the measure of engagement. This report diagnoses the root cause of this gap—the key bottleneck of AX in the agentic AI era—as talent. As AI takes charge of more execution, the human role does not shrink but expands, toward designing and orchestrating AI agents by granting authority and policies, and toward reviewing, judging, and taking responsibility for the performance and risks of their outputs. The scale of agentic deployment is itself constrained by the oversight capacity people can supply, and governance has been identified as a ceiling on diffusion. In this context, AX talent, emerging as a core resource, can be understood as people who, grounded in domain expertise, embed and orchestrate AI (particularly AI agents) into work and organizations, and review, judge, and control its outputs to convert them into organizational performance. Such AX talent is the core resource of the agentic AI era. AI use is being reorganized around augmentation, in which AI works with people, rather than automation that replaces them. And as the "AI productivity disconnect"—in which time saved by AI fails to translate into output—illustrates, the performance of identical technologies hinges on people's "transformation capability" to redesign work and organizations. The supply of AX-related talent, however, appears to be structurally out of balance with demand. Skill mismatches and difficulties in verifying competencies, together with the concentration of talent and demand in large firms and the capital region, are deepening structural gaps for SMEs and non-capital regions. The report accordingly proposes, as directions for policy, expanding and qualitatively upgrading the AX talent pipeline; converting incumbent workers into AX talent and repairing the channels through which information on public programs reaches them; establishing market-recognized competency standards and verification systems; closing the gaps facing SMEs and non-capital regions; and building the statistical and data foundations needed to monitor and forecast AX talent supply and demand.
최근 월드 모델(World Model)은 인공지능이 단순한 언어·이미지 처리 단계를 넘어 물리 세계의 구조와 동역학을 이해하고 미래 상태를 예측할 수 있도록 하는 핵심 기술로 부상하고 있다. 이는 범용 인공지능(AGI)과 피지컬AI 실현을 위한 차세대 기반 기술로 평가되며, 로봇·자율주행·가상융합 산업 전반에서 전략적 중요성이 확대되고 있다. 월드 모델은 인간의 멘탈 모델과 유사하게 환경에 대한 이해와 미래 예측을 기반으로 다양한 시나리오를 사전에 시뮬레이션하고 최적의 의사결정을 지원한다. 기술적으로 월드 모델은 명시적, 암묵적, 시뮬레이터 기반, 하이브리드형 등 다양한 패러다임으로 발전하고 있으며, 비디오 생성, 자율주행, 자율 에이전트 등 목적별로도 세분화될 수 있다. 최근 미국, 중국, 유럽, 한국 등 주요국의 기업들은 각각 실시간 3D 가상환경 생성, 자기지도 기반 물리 예측, 합성 데이터 생성, 공간지능 구현 등 다양한 접근 방식으로 월드 모델 개발 경쟁을 본격화하고 있다. 특히 월드 모델은 피지컬AI 발전의 핵심 병목인 데이터 부족과 사전 검증 문제를 해결하는 중요한 대안으로 주목된다. 현실 세계에서 수집이 어려운 대규모 행동 데이터를 합성 데이터와 가상 시뮬레이션으로 보완함으로써 로봇과 자율 시스템의 학습 비용을 줄이고, 위험한 실제 검증 과정을 대체할 수 있다. 이를 통해 보다 안전하고 효율적인AI 시스템 개발이 가능해진다. 정책적으로 한국은 제조업 기반의 풍부한 산업 데이터를 활용해 제조 특화 물리 데이터셋과 고충실도 가상환경을 구축하고, Sim-to-Real 정합성 확보, 도메인 특화 월드 모델 개발 등을 추진할 필요가 있다. 또한 VLA, 시뮬레이션, 제조 데이터를 통합한 국가 차원의 연구개발 체계를 마련함으로써 글로벌 월드 모델 경쟁력을 확보해야 한다. 결론적으로 월드 모델은 향후 AI 산업의 핵심 인프라이자 피지컬AI, 자율주행, 가상융합 발전을 견인할 중요 기술로서, 기술 혁신과 산업 생태계, 국가 정책 차원의 선제적 대응이 요구된다. Executive Summary Recent world models have emerged as a critical technology enabling artificial intelligence to move beyond simple language and image processing toward understanding the structure and dynamics of the physical world and predicting future states. They are increasingly regarded as next-generation foundational technologies for achieving Artificial General Intelligence (AGI) and Physical AI, while their strategic importance is expanding across robotics, autonomous driving, and virtual convergence industries. Similar to the human mental model, world models support proactive simulation of diverse scenarios and optimal decision-making by understanding environments and forecasting future outcomes. Technically, world models are evolving across various paradigms, including explicit, implicit, simulator-based, and hybrid approaches, while also being specialized by application domains such as video generation, autonomous driving, and autonomous agents. Recently, leading companies across the United States, China, Europe, and South Korea have intensified competition in world model development through diverse approaches, including real-time 3D virtual environment generation, self-supervised physics prediction, synthetic data generation, and spatial intelligence implementation. In particular, world models are gaining attention as an important solution to addressing two major bottlenecks in Physical AI development: data scarcity and pre-deployment validation challenges. By supplementing difficult-to-obtain real-world behavioral data with synthetic data and virtual simulations, world models can significantly reduce the cost of training robots and autonomous systems while replacing risky real-world testing processes. This enables the development of safer and more efficient AI systems. From a policy perspective, South Korea needs to leverage its rich manufacturing-based industrial data to establish manufacturing-specialized physical datasets and high-fidelity virtual environments, while promoting Sim-to-Real alignment and domain-specific world model development. In addition, South Korea should secure global competitiveness in world models by establishing a national R&D framework that integrates VLA, simulation, and manufacturing data. In conclusion, world models are expected to become a core infrastructure for the future AI industry and a key enabling technology driving the advancement of Physical AI, autonomous driving, and virtual convergence. As such, proactive responses at the levels of technological innovation, industrial ecosystem development, and national policy are essential.
최근 AI와 사이버보안은 국가 경쟁력과 디지털 주권을 좌우하는 핵심 분야로 자리잡았으며, 각국은 자국의 정치·경제·산업 구조에 기반한 상이한 정책 모델을 구축하고 있다. 본 보고서는 두 기술의 중요성에 주목하여, 미국, 유럽연합, 중국, 일본 등 주요국과 사우디아라비아, 싱가포르 등 신흥국을 대상으로 인공지능과 사이버보안 분야의 거버넌스, 국가 전략, 규제 체계를 종합적으로 분석하였다. 국가별 차이를 AI와 사이버보안의 기술 특성에 따라 구조화하여 비교·분석한 결과, 미국은 민간혁신 중심의 개방형 접근을 취하면서도 위험관리와 안전성 확보를 위한 행정명령 기반 규제를 병행하고 있다. 유럽연합은 EU AI Act와 NIS2 등 강력한 규제 체계를 통해 글로벌 기술 규범을 선도하고 있다. 중국은 국가안보와 데이터 통제를 핵심 원칙으로 하는 중앙집중형 거버넌스를 강화하고 있으며, 일본은 자율 규범과 산업 생산성 향상을 결합한 실용주의 모델을 유지하고 있다. 신흥국 중 사우디아라비아는 초대형 프로젝트와 결합된 중앙집중형 전략을 통해 AI와 보안 기술을 국가발전 전략의 주요 수단으로 활용하고 있으며, 싱가포르는 균형적 규범 체계와 민첩한 실행 구조를 기반으로 아시아 지역의 선도적 기술 정책 모델을 구축하고 있다. 본 보고서는 이러한 과정을 통해 국내 SW기업이 규제로 인한 위험 수준과 시장 진입 기회를 판단하는데 참고할 수 있도록 각 국가별로 인공지능 및 사이버보안에 대한 규제 강도를 제시하였다. 규제 강도 기준으로는 법률 차원의 강력한 구속력이 존재, 주요 기반시설 등 일부에만 의무 부과, 지침·권고 수준의 자율 규제 기조, 입법 논의 단계의 네 가지 강도를 설정하였다. 이를 통해 국내 SW기업이 국가별 규제 리스크를 진입전략의 핵심 요소로 인식하고, 시장별로 차별화된 대응전략을 수립해야 함을 확인한다. Executive Summary AI and cybersecurity have become critical to national competitiveness and digital sovereignty, prompting countries to adopt distinct governance, strategy, and regulatory models. This report analyzes major economies—the United States, the European Union, China, and Japan—and emerging economies such as Saudi Arabia and Singapore, comparing national approaches in AI and cybersecurity and assessing their implications for global markets and corporate activities. The findings show that the United States combines private-sector-led innovation with executive action–based risk and safety measures, while the European Union is shaping global norms through robust frameworks such as the EU AI Act and NIS2. China strengthens a centralized, security- and data-control-oriented model, whereas Japan maintains a pragmatic approach centered on voluntary guidelines and productivity gains. Saudi Arabia links centralized strategies to large-scale national projects, and Singapore advances a balanced regulatory framework with agile implementation. Given widening cross-country divergence in regulation and technology policy, the report highlights the need for Korean software companies to proactively identify country- and technology-specific risks and opportunities. It therefore provides a four-level regulatory intensity scale for each country and technology—ranging from strongly enforceable legal obligations to sector-limited mandates, guideline-based self-regulation, and legislation under discussion—so firms can better assess compliance risks and market entry opportunities and develop market-specific strategies.
디지털 전환과 AI 기술 발전의 가속화로 발생하는 AI 인력 부족 현상을 완화하기 위해 기업과 디 지털 인재의 목소리를 반영한 실효성 있는 해외 디지털 인력 확보 방안 마련이 요구된다. 본 고에서 는 해외 디지털 인재 고용과 취업에 대한 기업과 대학 대상 설문조사와 해외 디지털 인재 대상 심층 인터뷰를 수행하여 해외 인재 유치 관련 현황 및 애로사항을 분석하고 시사점을 도출하였다. 설문조사 결과 기업은 채용할 수 있는 국내 인재가 부족하며 해외 디지털 인재 채용을 원하며, 중 견·중소기업에서 중급 이상의 해외 디지털 인재 수요가 많은 것으로 파악되었다. 기업과 대학은 해외 인재 정보 획득, 의사소통, 비자 취득에 어려움을 겪고 있으며, 이 문제 해결을 위한 해외 인재에 대 한 정보 제공, 재정적 지원, 비자 제도 개선 등을 중요하고 시급한 정책으로 응답하였다. 해외 디지 털 인재의 경우는 상대적으로 해외 원격지 근무 비율이 높으며, 중견·중소 기업은 원격 근무 시 업 무지원 시스템 부족, 해외 송금 등의 행정 처리에도 어려움을 겪고 있는 것으로 분석되었다. 해외 디 지털 인재 수요는 많으나 상대적으로 고용에 어려움을 겪고 있는 중소기업, 스타트업 기업을 대상으 로 각 기업의 애로사항을 해결하기 위한 맞춤형 지원 정책 마련이 필요하다고 분석된다. 심층 인터뷰에 참여한 해외 디지털 인재는 원활한 의사소통, 커리어 발전 가능성, 안정적인 가족 동반 환경 등을 구직의 중요 요인으로 검토하고 있으며, 의사소통, 기업 문화 적응, 비자 취득 등으 로 어려움을 겪고 있었다. 기업 설문조사와 해외 디지털 인재 심층 인터뷰 결과 기업과 해외 디지털 인재는 유사한 애로사항을 토로하였으나, 기업이 채용을 위해 주로 활용하는 채널과 해외 디지털 인 력이 구직을 위해 사용하는 채널이 다른 현상으로 인해 기업이 해외 인재 정보 획득에 어려움을 겪 는 것으로 분석된다. 해외 디지털 인재를 국내에 유치하고 안정적인 정착을 지원하기 위해서는 단편적 정책 지원이 아 닌 전방위적 유입, 정착, 영주를 위한 생태계 조성이 필요하다. 글로벌 디지털 인재 확보 시 기업이 당면하는 애로사항 해결을 위한 맞춤형 정책과 체계적 지원 시스템 마련이 요구된다. 특히 비자 제 도의 경우는 디지털 산업 특성에 맞춘 비자를 개발하고, 비자 갱신 기간 연장, 체류자격 전환의 유연 성 확대 등 비자 제도 개선을 통한 디지털 해외 인재의 국내 체류 장애물을 최소화할 필요가 있다. 한국에 유입된 해외 디지털 인재들이 장기적으로 국내에 정착하고 안정적으로 근무할 수 있도록 지속적 한국어 교육, 기업 문화 적응 지원, 주택, 학교 등 생활 관련 지원 등 다양한 지원 정책을 지속적 제공이 요구된다. Executive Summary To alleviate the shortage of AI talent, it is necessary to prepare effective measures to secure overseas digital talent that reflects the voices of companies and digital talents. In this article, we conducted a survey of companies and universities on attracting overseas digital talent, as well as in-depth interviews with overseas digital talent, to analyze the current status and difficulties of attracting overseas talent, and to draw implications. The survey results show that companies are short of domestic talent and want to hire overseas digital talent, and that there is a high demand for overseas digital talent in small and medium-sized enterprises. Companies and universities face difficulties in obtaining information on overseas talents, communicating with them, and obtaining visas, and respondents identified providing information on overseas talents, financial support, and improving the visa system as important and urgent policies to solve this problem. It is analyzed that it is necessary to prepare customized support policies to solve the difficulties of each company, targeting SMEs and start-ups that have a high demand for overseas digital talents but are having difficulty hiring them. The overseas digital talent who participated in the in-depth interviews considered smooth communication, career opportunities and a stable family environment to be important factors in finding a job. While companies and overseas digital talent share similar pain points, the channels that companies and overseas digital talent use to recruit are different, which can make it difficult for companies to access overseas talent information. In order to attract overseas digital talent to Korea and support their stable settlement, it is necessary to create a holistic ecosystem for attraction, settlement, and permanent residence. Tailored policies and systematic support systems based on solving the challenges faced by companies in acquiring global digital talent are needed. In the case of the visa system, it is necessary to develop visas and related programs tailored to the characteristics of the digital industry, and improve the visa system to minimize barriers for digital overseas talent to stay in Korea. In order for overseas digital talents to settle and work stably in Korea in the long term, Korea should continue to provide various support policies such as continuous Korean language training, support for adapting to corporate culture, and support for housing, schooling, and other aspects of life.

AI의 성능은 매년 급격하게 증가하여 이를 측정하기 위한 새로운 벤치마크들이 등장했다. 고성능 모델들은 모델 간 성능 격차가 줄어들어 상향 평준화 되었다. 또한, AI의 활용 확산은 과학과 의료계의 발전을 이끌고 있으며, AI의 활용이 확산됨에 따라 책임있는 AI를 위한 다양한 노력들도 추진되고 있다. 이에 따라 각국에서는 AI에 관련한 규제 법률을 늘리고 있는 추세이다. Executive Summary The Stanford Institute for Human-Centered Artificial Intelligence(HAI) released the 'AI Index 2025' report on April 7th. This report that published since 2017, is the 8th this year and provides a comprehensive perspective briefing on the current global AI situation. The SPRi analyzes and summarizes the main contents of this report and proposes our strategic response. The competition in AI research and development is becoming more intense every year, and China's advances are notable in its competition with the United States, the leader. The performance of AI has increased rapidly every year, and new benchmarks have emerged to measure it. High-performance models have become more standardized as the performance gap between models has narrowed. In addition, the spread of AI utilization is leading to the development of science and medicine, and various efforts for responsible AI are also being promoted as the use of AI spreads. Accordingly, each country is increasing regulatory laws related to AI. The level of global investment in the AI field in 2024 has increased significantly, unlike 2022-2023, when it was decreasing due to the economic recession. As AI and CS education are rapidly spreading worldwide, the production of AI experts is also accelerating. While public opinion on AI is showing an increasing optimism, trust in fairness is showing a decreasing trend.
인공지능(AI) 기술은 급격한 속도로 발전해왔으며, 특히 2020년대에 들어서면서 초거대 AI 모델이 경쟁적으로 등장하고 있다. 여기서 초거대 AI 모델은 대용량 연산 인프라를 바탕으로 방대한 데이터를 학습해 인간처럼 종합적인 인지·판단·추론이 가능해진 ‘큰 규모’의 AI 모델을 의미한다. 특정 목적에 따라 개별의 데이터를 수집·학습하여 만들어지는 기존의 일반 AI는 학습된 과업(task)에 한하여 수행이 가능한 반면, 초거대 AI는 더욱 복잡하고 광범위한 분야에서 과업을 수행할 수 있다. 본고에서는 2020년부터 2023년까지 전 세계에 출시된 초거대 AI 모델 현황을 분석하고, 글로벌 기술 동향과 트렌드를 살펴보았다. 구체적으로, 미국 민간 연구단체인 ‘EPOCH AI’가 최근 업데이트(‘24년 7월)한 초거대 AI 모델 현황 DB를 통해 데이터를 수집하고, 2020년부터 2023년까지 출시된 초거대 AI 모델에 대해 출시년도, 국가, 분야, 과업유형, 개발형태, 개발조직 유형 등의 다양한 기준으로 정리·분석하였다. 우리나라 현황에 대해서도 주목하고, AI 분야에 대한 정책적 시사점을 도출하였다.
