    • CAC et al.은 2017년부터 매년 미국 50개 주(D.C 포함 51개)의 컴퓨터과학교육 현황을 종합 분석하여, 9대 정책 진단 프레임을 토대로 각 주의 특징을 제시하고 있다. 특히, 미국 전역에 걸친 공립 고등학교의 학생 데이터를 활용해 컴퓨터과학교육의 격차를 조명하고 각주에서 모두를 위한 컴퓨터과학교육 정책을 수립할 수 있도록 객관적인 정보를 제공하고 있다.
    • 본 연구는 미국의 현황을 살펴보고, CAC et al.(2021)이 제시한 9대 정책 진단 프레임을 분석틀로 활용해 우리나라 초·중등학교 정보 교육 정책을 진단하였다. 9대 정책 진단 프레임은 우리나라 실정에 맞게 ‘정책1: 정부차원의 정보교육 정책 수립 현황’, ‘정책2: 초·중등 정보교육을 위한 표준 수립’, ‘정책3: 초·중등 정보교육을 위한 정부 예산 배정’, ‘정책4: 초·중등 정보교사 인증제 운용’, ‘정책5: 모든 예비교사를 위한 정보 역량 프로그램 제공’, ‘정책6: 교육부 및 시·도 교육청의 초·중등 정보교육 전문직 배치’, ‘정책7: 모든 학교에서 정보교육을 운영하도록 권장하는 정책 채택’, ‘정책8: 정보교육 관련 과목을 고등학교 핵심 졸업 요건으로 채택’, ‘정책9: 정보교육 관련 과목을 고등교육 기관의 입학 요건으로 채택’으로 재구성해 활용하였다.
    • 본 연구의 주요 결과를 살펴보면 첫째, 총 5개 정책(정책 1, 2, 3, 4, 6)을 추진하고 있는 것을 확인할 수 있다. 둘째, 정책 5번(모든 예비교사 대상의 정보 역량 프로그램)의 경우, 초등학교 예비교사 중심의 프로그램(전체 국립 교육대학 대상)이 한시적으로 운영되었으며, 최근에는 중등 예비교사를 대상으로 한 프로그램(SW·AI역량)이 진행되고 있으나 그 대상이 매우 제한적임을 알 수 있다(교육대학 2개, 사범대학 컴퓨터교육학과 설치 대학 2개, 미설치 대학 2개 대상). 셋째, 정책 7번(모든 학생 대상 교육 제공)의 경우, 초등학교와 중학교는 국가수준 교육과정의 고시로 인해 일부 필수로 운영되나, 고등학교를 대상으로 한 관련 정책은 현재 수립되지 않았다. 끝으로 정책 8, 9번(고등학교의 핵심 졸업 요건 지정, 대학 핵심 입학 요건 지정)과 관련한 정책은 수립되지 않았다.
    • 본 연구는 이러한 결과를 토대로 향후 보다 체계적이고 지속 가능한 정보교육 정책 수립을 위한 시사점을 제시하였다.
  • Executive Summary
    • The purpose of this study is to derive implications for systematic and sustainable policy establishment through multi-faceted analysis related to K-12 Informatics(SW·AI) education policies. To this end, a policy frame proposed by the Code.org Advocacy Coalition (CAC), Computer Science Teachers Association(CSTA), and Expanding Computing Education Pathways(ECEP) were reviewed. And based on this, we analyzed the current status of Korea's elementary and secondary school Informatics education policy.
    • CAC et al. has been comprehensively analyzing the current state of computer science education in 50 US states(51 including D.C.) every year since 2017, and presents the characteristics of each state based on 9 policy frames. In particular, it uses student data from public high schools across the United States to illuminate gaps in computer science education and provide objective information to establish computer science education policies for all.
    • This study analyzed Korea's elementary and secondary school informatics education policy using the 9 policy frames suggested by CAC et al. The 9 policy frames are 'Policy 1: Current state of government-level informatics education policy establishment', 'Policy 2: Current state of standard curriculum for elementary and secondary informatics education', 'Policy 3: Current state of government budget allocation for elementary and secondary informatics education’, 'Policy 4: Current state of operation of informatics teacher certification system for elementary and secondary schools', 'Policy 5: Current state of SW·AI competency programs for all preservice teachers', 'Policy 6: Current status of assignments in charge of informatics education by the Ministry of Education and metropolitan/provincial offices of education’, 'Policy 7: Policy to encourage all schools to operate informatics education', 'Policy 8: Current status of adoption of informatics education-related subjects as core graduation requirements for high schools’, 'Policy 9: Status of adoption as admission requirements for higher education institutions'. were reconstructed and used.
    • The main results of this study are as follows. First, it can be seen that a total of five policies (Policies 1, 2, 3, 4, 6) are being promoted. Second, in the case of Policy No. 5 (SW·AI competency program for all pre-service teachers), a program centered on elementary school teachers (for all national and public university of education) was temporarily operated, and recently, a program for secondary school teachers (SW · AI competency) is in progress, but it can be seen that the target is very limited (2 university of education, 2 colleges with computer science education department and 2 colleges without them). Third, in the case of Policy No. 7, elementary and middle schools are operated as mandatory due to the announcement of the national level curriculum, but related policies for high schools have not been established at present. Finally, in the case of policies 8 and 9, no policy was established in consideration of the designation of mandatory high school graduation requirements or continuity with higher education institutions (colleges).
    • Based on these results, this study suggests implications for establishing a more systematic and sustainable Informatics education policy in the future.
