미래 성장 동력 확보를 위한 SW R&D의 발전방향

    • SW 선도국인 미국의 국립과학재단(NSF, National Science Foundation)은 2016년부터 2018년까지 수행한 5억 원 이상의 과제에서 기반 SW과제가 응용 SW 과제에 비해 약 2.2배 정도 많은 것으로 조사되었다. 방위고등연구계획국(DARPA)은 정보 혁신 사무국에서 수행하는 과제 중 기반 SW에 대한 투자가 약 55%를 차지하고 있다. 기반 SW 분야 중에서는 인공지능과 빅데이터 분야에 대한 투자가 높은 비중을 보이고 있다.
    • 국내에서는 대표적으로 SW컴퓨팅원천기술개발사업과 ICT융합산업원천기술개발사업을 통해 유망 신기술을 발굴하고 산업 융합 핵심원천 기술을 개발하고 있다. 두 개 사업의 과제별 연구개발 단계를 살펴보면, SW컴퓨팅산업원천기술개발사업은 기반 SW R&D가 포함되는 기초 단계와 응용 단계의 비중이 각각 18.6%, 26.7%이고, ICT융합산업원천기술개발은 16.7%가 기초 단계이고, 19%가 응용 단계에 속하여 개발 단계에 비해 기반 SW에 해당하는 비중이 적은 것을 알 수 있다. 이마저도 2019년 또는 2020년에 사업 내역 중 일부가 일몰될 예정으로 미래 성장 동력의 약화가 우려되는 상황이다.
    • 이에 선도국과의 기술 격차를 줄이고, 미래를 대비하기 위해 기반 SW에 대한 전반적인 투자보다는 4차 산업혁명 시대에 필수적인 핵심 기반 SW 분야를 선정하고 이에 대한 집중적인 투자가 필요하다. 또한 이러한 핵심 기반 SW R&D를 통해 얻은 결과물이 활용될 수 있도록 ‘이어달리기’형 SW R&D 기획을 통해 시너지를 창출하는 생태계 조성이 필요하다.

    • New technologies such as artificial intelligence, cloud, and big data have become increasingly important as a key driver of industry competitiveness and social change. To cope with the fourth industrial revolution era, the government is making efforts to discover and nurture core growth engines and emphasizes the role of core infrastructure SW in the "people-oriented fourth industrial revolution", one of ICT policy directions. Especially, the SW industry has a characteristic that it can monopolize the market based on its original technology. In addition, the base SW R&D is a high-risk, high-risk type that is not likely to succeed in R&D, but if it succeeds, it will lead to a large ripple effect on the economy/society. Currently, the government is pursuing various SW R&D projects, but there is a technology gap of 1.8 years compared to the leading countries by 2017.
    • The National Science Foundation(NSF) of the U.S., a SW leader, that the “Based SW projects” were about 2.2 times more than the “Application SW projects” in the 500 million won or more of the projects carried out from 2016 to 2018. Defense Advanced Research Projects Agency (DARPA) also accounts for 55% of investment in based SW. Investment in artificial intelligence and big data has a high share in the SW sector.
    • Domestic base SW R&D is mainly developing SW core technology development business and ICT convergence industry source technology development and finding promising new technology and developing key core technology of industry convergence. In the research and development stages of the two projects, the basic and application stages of ‘SW Computing Industry Source Technology Development Project’ is 18.6% and 26.7%, respectively, while 16.7% of ‘ICT convergence industry source technology development project’ is the basic stage, 19% of them belong to the application stage, which means that the proportion that corresponds to the based SW is smaller than the development stage. In the meantime, some of the business details will be sunset in 2019 or 2020, which may weaken future growth engines.
    • In order to reduce the technological gap with leading countries and to prepare for the future, it is necessary to focus investment on the core SW field which is essential in the fourth industrial revolution era rather than overall investment in SW. It is also necessary to create an ecosystem that generates synergy through 'run-through' type SW R&D planning so that results from these core base SW R&D can be utilized.
