국내·외 공공부문 AI 활용현황 분석 및 시사점

    • 세계 주요 경제개발 기구 및 글로벌 컨설팅 기관들은 공공부문의 인공지능 도입 및 활용범위의 확대는 업무 생산성 및 효율성 개선을 넘어, 국가 경제 전반에 긍정적 파급효과를 가져다줄 것으로 전망한다. 이런 AI도입의 순기능을 고려한 주요국 정부는 AI 기술을 공공부문에 적극 활용하여 사회문제를 해결하고, 업무 프로세스와 성과 혁신을 추구하고 있으나, AI 도입 및 확산은 더디게 진행되고 있다. 주요국은 확산속도를 높이고자 공공부문의 AI활용현황 실태조사와 사례분석을 통해 AI도입현황과 애로사항 등을 체계적으로 파악하고, 필요한 지원정책 발굴에 활용하고 있다. 본 연구는 주요국의 AI활용실태조사와 사례분석 보고서를 국내 실태조사 및 사례분석 내용과 비교분석하여 국내 공공부문 AI활용실태조사의 발전방향과 AI활용 고도화 방안에 대한 시사점을 제공하고자 한다.
    • 공공부문 대상 AI 활용현황 실태조사는 미국, 27개국 EU, 국내를 중심으로 비교 분석하였다. 미국은 이미 2020년 공공부문의 AI 도입수준과 목적을 파악하기 위한 실태조사를 시행하였으며, 이후 부처별 공공부문에서 AI활용을 확대하는 데 필요한 지원정책 발굴과 지원사업 발굴에 활용·발전시키고 있다. EU는 2020년 27개 회원국을 대상으로 공공의 AI활용현황 파악을 위한 빅데이터 분석 결과와 실태조사 자료(도입목적·형태·범위, 활용기술, 장애요인 등)를 결합하여 AI에 대한 영향력 평가 및 AI 활용사례 분석을 수행하였다. 2022년에도 AI활용현황에 대한 실태조사를 수행하였으며 공공부문 AI확산 추이와 지원정책 수요 모니터링을 넘어, 규제관리 및 가이드라인 발굴 등에 적극 활용한다. 국내는 과학기술정보통신부 산하 소프트웨어 정책연구소가 정부의 데이터 기반 과학 행정을 적극 지원하고 공공부문 AI 확산을 촉진하는 데 기반이 되는 자료 생성을 위해 2022년 국내 공공부문을 대상으로 AI활용현황 실태조사를 수행하였다. 국내 공공부문 실태조사는 41개 중앙부처, 18개 광역자치단체, 350개 공공기관을 대상으로 AI 기술 도입 및 활용현황, 도입효과, 애로사항 및 정책수요, 인력 및 활용사례 등 공공부문 AI활용에 대한 종합적 이해를 제공할 수 있게 기획·수행되었다. 다만 국내의 경우 아직 도입 및 규제 가이드 라인, 구현 로드맵 등에 필요한 정보는 제한적이다.
    • 나아가서 본 연구는 미국, EU 및 국내의 AI 활용현황에 대한 심도 있는 이해를 제공하기 위해 사례조사 및 분석도 수행하였다. 미국은 최근 부서별로 상당히 많은 AI 활용사례를 공개하고 있다. 미국 국토안보부는 21개, 상무부 44개, 농림부 26개, 보건복지부 8개 등 각 부처별 다양한 AI활용사례가 공개되고 있으며, 점진적으로 활용되는 기술도 설명가능성/책임있는 AI 등 고도화가 추진되는 양상이다. EU의 경우는 2020년 실태조사에서는 260여개의 사례조사에서 2022년 실태조사 보고서에서는 686개의 사례조사가 분석되어 3배 이상 증가되는 것을 알수 있으며, AI 도입 방향은 공적가치 제고에 방점을 두고 신뢰성 높은 AI 활용을 촉진하고 있다.
    • 국내 사례조사에도 다양한 영역에서 공공서비스 개발 및 제공에 AI를 활용하고 있는 것으로 나타난다. 활용되는 기술과 영역은 머신러닝, 딥러닝, 자연어 처리 등의 AI 학습모델 기반의 수요예측, 진단, 이상탐지, 의사결정 지원 등으로 다양하고, 도입기관도 중앙부처, 지자체부터 공기업까지 폭넓게 인공지능을 업무에 활용하고 있다.
    • 마지막으로 미국, EU, 국내의 공공부문 AI 활용현황을 살펴보고 비교 분석하여 국내 공공부문에서 AI 활용 확산하는 시사점을 도출하였다. 향후 기관 내 AI 역량 강화를 위한 인재 육성, 데이터 등 AI 인프라 구축 등의 필요성에 대한 시사점을 제공한다.
  • Executive Summary
    • Major economic development organizations and global consulting institutions predict that expanding the scope of AI adoption and utilization in the public sector will have a positive ripple effect on the overall national economy beyond improving work productivity and efficiency. Governments in major countries, considering the positive effects of AI adoption, are actively utilizing AI technology in the public sector to solve social problems and pursue innovation in business processes and performance, but the adoption and spread of AI are slow. Accordingly, major countries are systematically identifying the current status of AI adoption and difficulties through surveys and case analysis in the public sector to speed up the spread and using them to find necessary support policies. The purpose of this study is to compare and analyze AI utilization surveys and case analysis reports in major countries with domestic actual conditions and case analysis to provide implications for the development direction of AI utilization surveys in the domestic public sector.
    • The survey on the status of AI use in the public sector was compared and analyzed mainly in the United States, the EU in 27 countries, and Korea. The U.S. has already conducted a survey to identify the level and purpose of AI adoption in the public sector in 2020, and since then it has been used and developed to discover support policies and support projects necessary to expand AI utilization in the public sector by departments. The EU conducted an impact assessment on AI and an analysis of AI use cases by combining big data analysis results and survey data (purpose, shape, scope, utilization technology, obstacles, etc) for 27 member countries in 2020. In 2022, the EU also conducted a survey on the status of AI uilization and actively used it to manage regulations and find guidelines beyond monitoring the spread of AI in the public sector and the demand for support policies. In Korea, the Software Policy Research Institute (SPRI) under the Ministry of Science and ICT conducted an AI utilization survey on the domestic public sector in 2022 to actively support the government's data-based science administration and create data based on promoting the spread of AI in the public sector. The domestic public sector survey was conducted to provide 41 central ministries, 18 metropolitan governments, and 350 public institutions with a comprehensive understanding of AI utilization, including AI technology adoption and utilization status, adoption effects, difficulties and policy demands, manpower and use cases. However, in the case of Korea, the necessary information such as AI adoption, regulatory guidelines, and implementation roadmap is still limited.
    • Furthermore, this study also conducted a case study and analysis to provide an in-depth understanding of the current status of AI usage in the United States, the EU, and Korea. The U.S. has recently disclosed a considerable number of AI use cases by department. Various AI use cases are being disclosed in each department, including 21 Department of Homeland Security, 44 Department of Commerce, and 26 Department of Agriculture, and advanced technologies such as expainable & responsible AI are being promoted. In the case of the EU, more than 260 case studies in 2020 and 686 case studies in 2022 are analyzed, indicating an increase of more than three times, focusing on enhancing public value and promoting reliable use of AI.
    • Domestic case studies also show that AI is being used to develop and provide public services in various areas. The technologies and areas used are diverse, including demand prediction, diagnosis, anomaly detection, and decision support based on AI learning models such as machine learning, deep learning, and natural language processing, and AI is widely used for work from central ministries, local governments to public corporations.
    • Finally, the current status of AI use in the public sector in the United States, the EU, and Korea was examined and compared to derive implications for the spread of AI use in the domestic public sector. It provides implications for the necessity of fostering talent and establishing AI infrastructure such as data to strengthen AI capabilities in institutions in the future.
