글로벌 오픈소스(공개SW) 생태계와 주요국 정책

    • 최근 발간된 오픈소스 보고서에 의하면 90% 이상의 SW 개발 과정에서 오픈소스가 활용될 정도로 오픈소스 활용이 보편화되고 있다. 또한 오픈소스 생태계는 SW 산업을 넘어 다양한 산업에서도 주목을 받으며 성장하고 있다. 따라서 본 리포트는 글로벌 오픈소스 생태계 동향 및 해외 주요국의 오픈소스 정책을 분석하여 국내 SW 경쟁력 강화를 위한 시사점을 파악하고자 한다.
    • 글로벌 오픈소스 생태계의 개발자와 활용 조직은 최근 5년간 연평균 80% 이상 성장하고 있다. 기술적으로 SW 핵심 기술(운영체제, 데이터베이스, 등) 분야의 오픈소스는 성숙 단계로 진입하였으며 최근 주목받는 인공지능, 빅데이터, 클라우드 기술 발전을 오픈소스가 주도하고 있다. 또한 5G, 자율주행, 스마트시티 등 타 산업 분야의 오픈소스가 새로이 등장하며 주목받고 있다. 이와 같은 오픈소스 생태계 성장을 주도하는 것은 글로벌 기업들로 이미 깃허브 주요 프로젝트의 다수는 기업들의 프로젝트이며 이들은 오픈소스 개발자들을 적극 고용하여 오픈소스 개발을 선도하고 있다. 이를 통해 구글, 아마존, 레드햇 등의 글로벌 기업들은 오픈소스 선순환 구조를 구축하여 SW 생태계 주도권 확보 및 신시장 창출에 성공하고 있다.
    • SW선진국들은 과거 오픈소스 활용을 통해 예산 절감 및 기업 종속성 탈피를 위해 노력하였고 최근에는 오픈소스 활용 및 개발을 권장하면서 IT 서비스 혁신, 공공 협력 강화, SW 재사용성 강화를 추진하고 있다. 이런 정책의 대표 사례로 미국의 Federal Source Code Policy, 유럽의 Open Source Software Strategy, 영국의 Technology Code of Practice가 있다. 이들 정책은 오픈소스 개발 활성화를 위한 지침 제공, 결과물의 활용 권리 명확화, 오픈소스 정보 제공 등을 통해 담당자의 업무 효율화를 지원하며 결과물의 활용 확산을 위해 노력하고 있다.
    • 본 리포트는 같은 글로벌 오픈소스 동향 분석을 통해 SW 생태계에서 오픈소스 중요성과 SW경쟁력 강화를 위한 오픈소스 활성화 정책 필요성을 제시한다. 그리고 해외 주요국 정책을 통해 오픈소스 개발 활성화를 위해 필요한 주요 정책 수단들을 도출한다.
  • Executive Summary
    • According to the recently published open source reports, the use of open source is becoming common so that more than 90% of the software development process uses open sources. In addition, the open source ecosystem is growing, attracting attentions from various industries beyond the SW industry. Therefore, this report analyzes the global open source ecosystem trends and open source policies of major overseas countries to identify implications for fostering the domestic SW industry.
    • Developers and organizations in the global open source ecosystem have grown at annual average rate of 80% over the past five years. Technically, open source of software core technologies (operating system, database, etc.) has entered the maturity stage, and open source is leading the recent advances in artificial intelligence, big data, and cloud platform technologies. In addition, open sources from other industries such as 5G, autonomous driving, and smart cities are emerging. Global companies are leading the growth of the open source ecosystem, and most of GitHub’s major projects are from the companies which are hiring open source developers to develop their open sources. Thus, major global companies such as Google, Amazon, and RedHat are succeeding in securing leadership in the SW ecosystem and creating new markets in virtuous open source cycle structure.
    • Advanced countries have made efforts to reduce budget and to avoid corporate dependency by using open source in the past. Recently, major countries have been promoting IT service innovation, strengthening public collaboration, and reinforcing software reusability by encouraging the usage andb the development of open sources. Representative examples of such policies are the Federal Source Code Policy in US, the Open Source Software Strategy in Europe, and the Technology Code of Practice in UK.
    • These policies support efficient works related with open source and spread the use of results by providing guidelines for revitalizing open source development, by clarifying the right to use the developments, and by providing open source information.
    • This report presents the importance of open source in the SW ecosystem and the necessity of open source activation policy to strengthen SW competitiveness through the global open source trend analysis. In addition, major policy methods are identified to activate open source development through policies in major overseas countries.
