SW융합 활성화를 위한 산업특화 SW전문기업 육성방안 - 조선과 해운 산업을 중심으로 -

    • 본 연구의 목적은 와 타산업의 융합을 통해 SW 산업특화 SW전문기업 육성방안을 찾아보는데 있다. SW융합은 전체 산업에서 광범위하게 이루어지고 있기 때문에 보다 심층적이고 구체적인 육성방안 도출을 위해 본 연구에서는 조선과 해운 산업에 집중해 육성방안을 도출했다.
    • 최근 선박은 스마트화를 넘어 e-내비게이션과 자율운항 단계로 발전하고 있다. 2020년부터 e-내비게이션이 본격적으로 도입될 예정이며, 국제해사기구는 지난 5월부터 자율운항선박 운용 관련 규정을 검토하는 작업에 착수했다.
    • 자율운항선박은 원격조종 연근해 선박부터 도입되기 시작하여 향후 20년 동안 4∼6 단계의 상용화 과정을 거쳐 도입될 것으로 예상된다. 일반 상선에 자율운항 기능이 적용될 경우 선원 인건비 절감 외에 선체 구조의 근본적인 변화로 연료비 등의 비용 감소가 가능하다. 또한 해양 사고의 대부분을 차지하는 인적 과실의 최소화와 해적 공격 감소로 안전성이 크게 향상될 것으로 기대된다. 그리고 자율운항선박의 핵심기술로 자율운항 제어, 연결성, 원격 유지 보수, 디지털 트윈 등이 있다.
    • 현재 자율운항선박 개발은 노르웨이, 핀란드 등 EU 국가들이 선도하고 있으며, 최근 일본, 중국 등도 활발한 기술투자를 진행하고 있다. 국내 조선 대형 3社는 2010년대부터 스마트선박 기술을 개발하여 실제 선박에 탑재하고 있다. 그러나 조선 산업의 장기간 불황으로 중소형 조선소는 구조조정 중이고 대형 3사 역시 대규모 적자로 자율운항선박에 대한 투자여력이 부족한 상황이다.
    • 또한, 조선 기자재 업체인 롤스로이스, 콩스버그 등은 자율운항선박 상용화와 주도권 확보를 위해 타산업 업체와 협력을 강화하고 있다. 하지만 조선 관련 SW의 많은 부분을 외국제품에 의존하고 있으며, 역량 있는 SW 전문기업이 부족하다.
    • 선박에 탑재되는 SW는 안정성과 소비자의 신뢰가 매우 중요하여 발주자(선주)가 SW를 지정하는 방식으로, 해외의 CT Systems, Mclaren, Honeywell, JRC, Furuno, Norcontrol, Atlas 등 SW전문회사가 독과점체제를 구축하고 있다. 그 때문에 선박용 SW는 국내 업체가 거의 진입하지 못하고 있으며, 대부분은 조선소에서 사용하는 SW 분야에 몰려있다.
    • 조선소용 SW도 기술력이 필요한 설계/시뮬레이션 분야는 오래전부터 외산 SW가 선점하고 있어, 타임택, 마이다스 IT 등이 자체적으로 개발한 제품으로 진입을 시도하고 있으나 쉽지 않은 실정이다. 또한 대형 조선소는 자체적인 SW 개발 인력과 역량을 갖추고 있으며 이미 세계 최고 수준의 선박 생산시스템을 보유하고 있어 신규 시스템을 도입할 필요성이 적은 상황이다.
    • 이와 같은 협소한 국내 시장 환경으로 인해 대다수의 조선관련 SW 전문기업은 매출액이 50억 미만으로 영세하고 선진 기업에 비해 기술개발 역량이 낮은 상황이다. 그 결과 특정 조선소에서 발주하는 외주개발에 의존해 성장할 수밖에 없었다. 이러한 전속관계는 독자적인 제품 개발과 해외 등 다른 시장 개척을 어렵게 만들어 악순환이 계속 반복되게 만들고 있다.
    • 해운 산업의 디지털 전환 현황을 파악하기 위해 Planning(운항 기획 및 예약), Operations(선박 운항), Commercial(운항 관련 서류, 심사 등), Support Functions(부가적인 지원기능 등)의 4개 영역으로 구분하여 국내외 사례를 조사했다. 4개 영역별 글로벌 해운사들의 기술개발 현황과 국내 해운사들의 기술개발 현황을 비교해 보면 Operation 영역이 가장 부진하다. 특히 데이터 플랫폼과 자율운항 관련 분야는 핵심 분야임에도 불구하고 아직 국내에서는 기술개발이나 시범운항에 대한 정보가 없다. 커머셜 분야는 삼성SDS와 현대상선이 주축이 블록체인 컨소시엄을 결성하여 기술개발을 추진하는 등 ICT·SW 기술 도입 움직임을 보이는 것과는 달리 운항(Operation) 영역에서는 아직 부진하다.

    • 국내 해운분야 기업 생태계는 대형 해운사의 SW 자회사인 현대무벡스(현대상선)과 싸이버로지텍(한진해운)을 중심으로 형성되어 있다. 선박 화물적재 지원 시스템 영역에서 글로벌시장 점유율 1위인 토탈 소프트 뱅크, 선박설비관리 솔루션을 제공하는 이메인텍 등 SW 강소기업이 있지만, 대부분은 2개 대형 선사 자회사의 협력 업체로 사업을 영위하고 있다. 이들 회사는 국내 해운 시장의 장기간 침체로 경영상태가 어려우며, 디지털 전환에 대응하기 위한 자체 R&D를 통한 기술력 확보와 해외 시장 개척이 현실적으로 불가능한 상황이다.
    • 또한, 품질과 안전성을 중시하는 해운업의 보수적인 특성으로 한번 관계를 맺고 신뢰를 쌓으면 쉽게 협력업체를 바꾸지 않기 때문에 국내외 시장을 개척하는 것이 힘들다. 국내 해운 SW기업들은 신제품을 개발해도 현재 테스트 할 수 있는 여건이 매우 부족하다. 선박용 SW를 테스트하기 위해서는 선박이 필요하지만 매우 고가인 선박을 테스트를 위해 구매할 수는 없는 상황이다.
    • 조선과 해운 산업에 특화된 SW기업을 육성하기 위해서는 두 산업에 흩어져 있는 역량을 하나로 결집할 수 있는 자율운항선박 관련 대형 프로젝트를 조속히 시작해야 한다. 조선 산업에서 지금까지 스마트 선박을 개발을 진행하면서 축적된 기술과 해운 산업의 실제 운항경험이 결합된다면 경쟁국에 비해 늦었지만 충분히 추격 가능하다.
    • 그리고 향후 혁신의 원천은 SW와 함께 데이터이다. 바다 한가운데에서 외딴 섬 같은 존재였던 선박에 운항 중 데이터를 주고받을 수 있는 통신이 연결되면서 한 곳에 데이터를 수집하고 저장이 가능한 환경이 만들어졌다. 축적된 데이터는 조선소, 해운사, 기자재, 선급, SW전문기업 등 모든 관계자가 혁신을 해 나가는 기반이 된다. 일본의 ShipDC처럼 우리나라도 선박 관련 데이터를 체계적으로 수집하고 관련된 모든 주체들이 활용할 수 있는 플랫폼 구축이 필요하다.
    • 조선과 해운 산업의 SW관련 구조적인 문제는 대형 업체와 SW 전문기업이 종속적인 하청관계를 형성하고 있다는 점이다. 그리고 중소 조선과 해운 업체는 SW에 투자할 여력이 부족하고, 보수적인 산업 특성으로 해외 진출이 쉽지 않기 때문에 SW기업이 대안을 찾기도 힘든 상황이다. 그러므로 정부는 중소 조선소와 해운사를 위한 패키지 SW 개발 및 보급 지원을 통해 SW기업의 활로를 열어주고, 여기서 쌓인 실적을 토대로 해외 시장 개척에 나서게 해야 한다.
    • 선박에 인공지능, IoT, 클라우드 등 SW 신기술 솔루션들이 실제 상용화되기 위해서는 엄격한 테스트와 검증 과정이 필요하다. 하지만 선박 자체가 고가이기 때문에 SW기업이 테스트를 위해 구입할 수 있는 상황이 아니다 따라서 정부에서 . 실제 선박이나 디지털 트윈 기술을 활용하여 SW기업이 개발된 제품을 테스트할 수 있는 인프라를 구축해야 한다. 특히 디지털 트윈은 고가인 선박을 대신하여 다양한 테스트가 가능하고 동시에 다수의 기업과 연구자가 저렴한 비용으로 활용할 수 있어 기술력 있는 조선과 해운 관련 SW기업의 진입을 촉진할 것으로 기대된다.

    • The purpose of this study is to explore ways to foster industry - specific SW firms through convergence of SW and other industries. Since SW convergence is widely practiced in the entire industry, this study focused on shipbuilding and maritime industries to draw up plans to foster more in-depth and concrete development plans.
    • Recently, ships have evolved into e-navigation and autonomous navigation beyond smart. E-navigation will be introduced in earnest from 2020, and the International Maritime Organization has begun work on reviewing regulations on autonomous operation of ships from May 2018.
    • The autonomous vessels will be introduced from remote controlled offshore vessels and are expected to be introduced through commercialization stages 4 to 6 over the next 20 years. If the autonomous navigation function is applied to general merchant vessels, it will be possible to reduce costs such as fuel costs due to fundamental changes in hull structure in addition to the reduction of labor costs. In addition, safety is expected to be greatly improved due to minimization of human error, which accounts for most of marine casualties, and reduction of piracy attacks. Key technologies of autonomous ships include autonomous navigation control, connectivity, remote maintenance, and digital twin.
    • Currently, autonomous vessels are being developed by EU countries such as Norway and Finland, and recently, Japan and China are actively investing in technology. Three major domestic shipbuilding companies have developed smart ship technologies from the 2010s and are mounting them on actual ships. However, due to the long-term recession in the shipbuilding industry, small- and mid-sized shipyards are undergoing restructuring, and the large three companies are also facing massive deficits and lacking investment potential for autonomous vessels.
    • In addition, shipbuilding equipment companies such as Rolls-Royce and Kongsberg are strengthening cooperation with other industrial companies in order to commercialize autonomous vessels and secure initiatives. However, many parts of shipbuilding related software depend on foreign products, and lack of competent SW companies.
    • The SW installed on the ship is very important because of stability and trust of the customer. Therefore, SW company such as CT Systems, Mclaren, Honeywell, JRC, Furuno, Norcontrol. For that reason, Korean shipbuilding software companies are hardly able to enter the market, and most of them are concentrated in the SW field used by shipyards.
    • Shipbuilding SW is also in the field of design / simulation, which requires technical expertise, has been dominated by foreign SW for a long time, and Time Tack and Midas IT are attempting to enter into their own developed products, but this is not easy. In addition, large shipyards have their own SW development personnel and capabilities, and they already have the world's best shipbuilding system, making it unnecessary to introduce new systems.
    • Due to such a narrow domestic market environment, most of the shipbuilding-related SW companies have sales of less than 5 billion KRW, and their technology development capabilities are lower than those of advanced companies. As a result, it has been forced to grow depending on outsourcing development in a specific shipyard. This exclusivity makes it difficult to develop independent products and other markets such as overseas, thus making the vicious cycle repeated.
    • In order to understand the current state of digital conversion in the shipping industry, we divided into four areas of Planning, Operations, Commercial, and Support Functions. The comparison of the technical development status of global shipping companies with the technical development status of domestic shipping companies by 4 areas shows that the operation area is the least. Especially, although data platform and autonomous navigation related fields are core fields, there is no information about technology development or pilot operation in Korea yet. In the commercial sector, Samsung SDS and Hyundai Merchant Marine are still sluggish in operation, unlike ICT / SW technology adoption movements, such as the development of a block-chain consortium with a major consortium.
    • Domestic shipping sector The SW ecosystem is centered on Hyundai Mubex (Hyundai Merchant Marine) and CyberLogitech (Hanjin Shipping), which are subsidiaries of large shipping companies. There are strong SW companies such as Total SOFT BANK, which is the largest global market share in the area of cargo loading support system and eMainTec which provides marine facility management solutions. Most of them are business partners of two large shipping subsidiaries . These companies are difficult to manage due to the long-term stagnation of the domestic shipping market. In order to cope with the digital conversion, it is impossible to secure technological capability through R & D and to develop overseas markets.
    • In addition, because of the conservative nature of the shipping industry, which emphasizes quality and safety, it is difficult to open up the domestic and overseas markets because once the relationship is established and trust builds up, it does not easily change partner companies. Korean maritime SW companies are not able to test a new product at present. In order to test ship SW, ships are needed, but very expensive vessels can not be purchased for testing.
    • In order to foster SW companies specialized in shipbuilding and maritime industries, large-scale autonomous ship-related projects should be launched as soon as possible to unite the capabilities of the two industries. If shipbuilding industry develops smart vessels until now, if combined accumulated technology and practical experience of shipping industry is late, it is possible to catch up with competitors.
    • And the source of future innovation is data with SW. In the middle of the sea, a communication that can send and receive data to and from the ship, which was like a remote island, was connected to create an environment where data can be collected and stored in one place. The accumulated data is the basis for all stakeholders such as shipyards, shipping companies, equipment suppliers, classification companies, and SW companies to innovate. Like ShipDC in Japan, Korea needs to systematically collect ship related data and build a platform that all related parties can utilize.
    • The structural problem of SW related to shipbuilding and marine industry is that large companies and SW specialized firms form subordinate subcontracting relationships. In addition, small and mid-sized shipbuilding and shipping companies are not able to invest in SWs, and because of their conservative industry characteristics, it is difficult for SW companies to find alternatives. Therefore, the government should open the way for SW companies by developing and supplying package SW for small and medium shipyards and shipping companies.
    • In order to commercialize new technology solutions such as artificial intelligence, IoT, and cloud on a ship, strict testing and verification processes are required. But because the ship itself is expensive, it is not a situation that SW companies can buy for testing. Therefore, the government should build an infrastructure that allows SW companies to test developed products using real ships or digital twin technologies. In particular, digital twin is expected to facilitate the entry of technological shipbuilding and shipping related companies by allowing various tests on behalf of expensive vessels, and at the same time, by utilizing the low cost of many companies and researchers.
