지난 20년, 국내 SW기업의 생태계 변화 연구

    • 그간 국내 SW기업과 산업에 대한 연구는 사례연구나 정책의 흐름에 대한 정성분석이 주를 이뤄 생태계의 변화양상을 분석해 내지 못했다. 이에 본 연구는 다양한 계량분석의 방법론을 활용해서 지난 20년간 국내 SW기업의 체질변화, 성장과 생존을 결정한 요인, 그리고 고성장 기업의 특성에 대해 체계적인 설명을 하고자 하였다.
    • 분석 결과, 첫째, 2000년 초반 벤처붐을 거치며 성장한 국내 SW기업들이 대체로 시간이 지남에 따라 외연을 확장하는 성장추구형 모델에서 내실을 다지는 수익추구형 모델로 전환하면서 과거 달성했던 높은 성장세가 추락하고 있음을 실증했다.
    • 둘째, 기업성장에 대한 일반적 견해와는 달리, 국내 SW기업의 경우, 지난 20년간 연령이 높고 R&D 투자액이 증가할수록 성장은 오히려 더딘 것으로 나타났다. 반면 성장에 부정적인 영향을 준 R&D 투자가 오히려 생존 기간을 늘리는 중요 변수임을 발견했다. 이 결과는 도전적 R&D가 성장을 위축시킬 수 있지만 장기적으로 기업의 생사를 결정하는 중요한 변수라는 사실을 상기시킨다.
    • 셋째, 고성장 기업의 출현과 소멸의 관점에서, 국내 SW생태계는 시간이 지날수록 기존 기업의 고성장 지속 기간이 감소하고, 신생 고성장 기업의 출현 빈도도 추락하는 이른바 역동성의 상실을 경험하고 있는 것으로 분석됐다. 이러한 추세는 IT서비스, 패키지SW 분야뿐만 아니라 고성장 분야라고 인식되는 게임SW, 인터넷 서비스에서도 공통적으로 관찰된다.
    • 이 연구가 시사하는 바는 정책 수립의 방향을 정부가 신시장을 창출하거나, 기업 간 합종연횡으로 새로운 분야를 개척하도록 지원해서 생태계의 역동성 복원에 두어야 한다는 점이다. 이점에서 클라우드 활성화 정책은 신시장을 열어주는 효과가 기대되며, 인공지능을 활용한 신규 분야에서 기존 고성장 기업과 신규 고성장 기업의 협력을 장려하는 정책, M&A활성화 정책은 기존 기업과 신규 고성장 기업 모두에게 바람직한 전략이라 보인다. 또한 공공SW에서 대기업의 참여를 제한하는 제도에 대해서는 생태계의 역동성 복원의 관점에서 재평가가 필요하다. 한편 R&D는 기업의 생사를 가르는 결정변수로 나타났는데, 이러한 맥락에서 고위험·도전형 R&D에 대한 지원을 늘리고자 하는 최근 정부의 정책이 보다 효과를 거두기 위해서는 기업의 R&D가 실질적인 성과로 연결되도록 기업의 역량 수준과 R&D 전략(원천 vs. 응용, 창조 vs. 모방, 내부 vs. 외부)에 따라 지원을 차별화할 필요가 있다.
  • Summary
    • The research on domestic SW industry has mainly focused qualitative analysis on case studies and policy trends. Therefore, this study aims to provide systematic explanations on the quantitative changes of domestic SW industry, focuses on the factors that determine growth and survival, and the characteristics of high-growth firms over the past 20 years.
    • The results of the analysis are as follows. First, domestic SW companies that grew up through venture boom in the early 2000s showed that growth rate that had been achieved in the past declined as the firm shifted from a growth oriented model to a profit seeking model.
    • Second, unlike the general view on firm growth, domestic SW firms have grown more slowly as their age and R&D investment increases. On the other hand, the results of the survival analysis have found that R&D investment is an important variable for increasing survival. This result proves that challenging R&D that can hinder growth is ultimately an important determinant of firms’survival.
    • Third, the domestic SW ecosystem has loosed its dynamism, which means that not only emergence rate of high growth firms falls but also the sustained period of high growth firms is shorten. This trend is common not only in IT service and package SW firms but also in game SW and Internet service firms, which are recognized as high growth areas.
    • The implication of this study is that the government should set the policy direction to restore the dynamics of the ecosystem by creating new markets. Cloud computing policy is expected to open new markets, and M&A policies that encourage firms in new areas are desirable for restore dynamism of the ecosystem. In addition, policies should be evaluated from the viewpoint of ecosystem dynamism. In order for the government's recent policy to increase support for high-risk and challenging R&D to be more effective, it is necessary to ensure that the R&D should support according to firm’s capabilities and R&D strategies.
