    • 이론적 틀로는 슘페터경제학의 중요 개념인 산업별 혁신체제론과 시스템 실패의 관점을 활용한다. 산업별 혁신시스템은 기술과 시장특성에 대응하는 혁신 주체들의 상호작용이 해당 산업의 혁신 성과를 결정한다는 이론이며, 기술의 변화와 사회체제 간에 미스매치가 그 사회의 성과를 결정하는데 그 미스매치의 정도가 심각한 경우를 시스템 실패라고 한다. 분석의 순서는 먼저 산업별로 국내외 사례를 분석하고 시스템 실패 사례를 파악하고 이에 대한 극복방안을 제시한다.
    • 먼저 1차 산업의 글로벌 선도 사례는 노르웨이의 수산업인데, 1990년대까지 소규모 영세 양식업자 중심의 구조적 한계를 사회적 합의와 법 개정 그리고 기업의 혁신 전략이 성과를 거두며 규모화를 달성했다. 특히 토착기업인 아크바는 장비의 자동화로 생산성을 제고하고 자체 R&D보다는 다수의 SW기업을 M&A하면서 디지털 역량을 확보했다. 이 과정에서 양식법과 규모화 정책지원이 초기 기술혁신의 계기가 됐다면, 정부의 환경규제강화는 오히려 양식업의 디지털 혁신을 가속화하는 기회로 작용했다. 한편 국내 농업은 현재 농업인구와 투자 감소, 경험과 직관에 의존하는 낮은 생산성의 딜레마에 처해 있는 상황인데, 정부의 스마트 팜 사업은 시설장비 보급에만 치우쳐 열악한 농촌의 ICT 인프라와 농업인구의 SW역량부족 등으로 성과는 미비하다. 국내 혁신벤처인 만나CEA는 자체 R&D와 크라우드 펀딩을 활용한 인프라 투자, 그리고 영농조합형이라는 지역 사회와의 동반성장 전략으로 상당한 성과를 거두었는데 이 사례는 과거 동부한농과 LG CNS가 기술을 확보하고도 농민단체와의 갈등을 해결하지 못해 혁신에 실패한 사례와 대비된다.
    • 다음으로 2차 산업인 제조업의 혁신사례는 아디다스이다. 아디다스는 독일 안스바흐에 로봇 공장인 ‘스피드 팩토리’를 구축하며 개별화된 맞춤형 생산에 착수하면서 신발제조업에 지각변동을 가져왔다. 신발산업은 선진국이 디자인과 마케팅을 담당하고, 후발국이 생산을 담당하는 OEM의 국제 분업구조를 가지고 있었는데, 아디다스가 스피드 팩토리를 통해 OEM기업이 50만 켤레 생산에 600명을 투입하는 제조공정을 단 10명으로 구현하며 자국으로 생산시설을 이전하면서 OEM의 분업구조가 깨고 있다. 한편 국내 대표 신발제조기업인 태광실업과 삼덕통상은 노동집약적이며 비용경쟁을 탈피하기 위해 생산 공정을 SW로 자동화했지만 여전히 OEM에 묶여있다. 이는 선도 기업들이 자사의 로봇 공장체제를 통해 OEM 하청을 끝내면 타격이 크기 때문에 이를 극복하는 보다 과감한 디지털 전환의 노력이 필요하다.
    • 마지막으로 3차 산업인 유통산업은 평균R&D 집중도는 1% 미만으로 기술적 혁신의 기회요인이 매우 낮고, 위치선점, 물류창고와 같은 초기 인프라 투자가 경쟁력의 원천이었기 때문에 1990년대 이후 이마트, 롯데마트, 홈플러스의 3강 구도가 매우 공공한 영역이다. 이 영역에 도전장을 던진 기업이 쿠팡이다. 이 기업은 소셜커머스 라는 선진국 모델을 모방해서 시장에 진입한 후 온라인 중개모델로 고도화했으며, 이후 1조원 이상을 첨단 물류시스템에 투자하면서 유통에 새로운 혁신을 선도하고 있다. 쿠팡은 기존 운송사업자들과의 법적 갈등도 겪었지만 일반 유통기업과는 달리 이용자의 데이터와 같은 디지털 자산을 활용해서 수요 예측, 소비, 건강 등 모든 부분을 관리하는 SW로 전환하고 있다.
    • 본 연구가 시사하는 바는, 우리 산업이 디지털 전환의 패러다임에 직면한 위기의 유형이 시장실패와 정부실패라기 보다는 인프라실패, 역량실패, 상호작용실패와 같은 시스템 실패의 유형에 속한다고 보고, 따라서 그 대응방안도 단순한 기술보급이나 R&D보조금 지원 같은 기술차원의 정책을 넘어 기술 외적인 부분, 즉 인프라 확충, 혁신주체와의 동반 성장, 혁신수용형 법·제도 환경 조성이 포함되어야 한다는 점이다.
  • SUMMARY
    • Recent innovations like AI and CPS (cyber physical system) are being made in developed nations, and developing nations are busy trying to catch up. We are seeing this phenomenon because the advancement of innovation produced during the 3rd Industrial Revolution is the digital paradigm of today. The 4th Industrial Revolution is, in essence, an extension of this former digital paradigm. This is reason the 4th Industrial Revolution does not look so new. This report examines some examples of the 4th Industrial Revolution and digital transformations from around the world and analyzes the nature of the crisis faced by Korean industries today.
    • First, the Norwegian fishing industry is cited as an example of global leadership in agriculture. Until 1990, the Norwegian fishing industry was centered on small-scale fish farms. In 1991, however, Norway changed its laws on fish farming to encourage companies to achieve economies of scale. In this environment, AKVA, a Norwegian company founded in 1983, was able to increase productivity by automating its production lines. The company also acquired digital capabilities by purchasing numerous SW companies through M&As rather than through its own R&D efforts. As the case of AKVA illustrates, the passing of laws on fish farming and the establishment of policies for promoting economies of scale were catalysts in bringing about technology innovations. The government’s decision to ease environmental regulations accelerated digital innovations in the fish farming industry.
    • The Korean agricultural industry is facing declining population of farmers, falling investments, and dilemma of low productivity that is heavily dependent on experience and intuition. The government’s Smart Farm project is mainly focused on supplying equipment. Because of the inadequate ICT infrastructure in farms and dearth of farmers with SW skills, the Smart Farm project has nothing to show for. In contrast, Manna CEA is a company that invests in R&D and infrastructure through crowd funding in the case of the latter. In addition, it is pursuing a mutual growth model with a regional farming community by forming an agricultural association corporation, an enterprise that is showing good returns. Manna CEA’s success stands in sharp contrast to Dongbu Hannong and LG CNS. These companies had the technical capabilities but could not overcome friction with farmers’ organizations.
    • Next, for a global example in manufacturing, take the case of Adidas. When Adidas opened a fully automated robot factory named Speed Factory in Ansbach, Germany to begin custom-tailored production, it was a cataclysmic event in the shoe manufacturing industry. An OEM vendor in a developing country takes several weeks to produce a new pair of shoes and needs 600 workers to manufacture 500,000 pairs. Speed Factory can accomplish this in 5 hours with just 10 workers. The shoe industry has an international work sharing structure wherein design and marketing are done by a global company and an OEM vendor in a developing country manufactures the goods. When Adidas moved its manufacturing arm to Germany, however, this international structure began to crumble.
    • Two leading shoe manufacturers in Korea, Taekwang and Samduk, automated their production line with SW in order to break away from labor-intensive and cost-based competition. Note, however, that they are still bound to the international work sharing structure as OEM vendors. As global leading companies end their supplier relationships through digital transformation and move their manufacturing to their own robot factories, the impact on the industry has proven to be massive. Korean shoe manufacturers must overcome the strategic blunders and capability shortcomings that have forced them to remain as OEM vendors.
    • Finally, the third example is the Korean distribution industry, which happens to be very domestically oriented. The industry is characterized by average R&D expenditure of less than 1% and low opportunities for technological innovations. Early investments in infrastructure like warehouses and locations are the main sources of competitiveness. These are the reasons new players find it very difficult to enter the distribution market, and they also explain how Emart, Lotte Mart, and Home Plus have been able to keep intact the 3-way oligopoly since 1990. Founded in 2012, Coupang entered the distribution market by emulating the social commerce model first pioneered by companies in developed countries. Afterward, Coupang began an online marketplace service, investing over 1 trillion Korean won in acquiring the most advanced distribution system since then. Especially, for the implementation of R&D innovations like advanced distribution system and rocket delivery, manpower from leading companies such as Amazon and Alibaba were assigned in huge numbers. The company even set up an in-house translation team to facilitate collaboration with these developers from multinational companies.
    • This report concludes that the crisis confronting Korea’s industries as they encounter the paradigm of digital transformations is not caused by market failures or government failures. It is a type of crisis brought about by failure of the system that encompasses failure of infrastructure, failure of capabilities, and failure in generating mutually interacting benefits. Thus, the crisis must be dealt with by going beyond simple technology-oriented policies such as technology procurement and R&D subsidies. A proper response must include infrastructure expansion, win-win growth with innovators, and creation of legal and regulatory environment that is friendly to innovations.
